A national model,nationally controlled.
A government-backed generative AI research initiative responsible for developing and deploying a national large language model. The model is the first developed locally, released in February 2025 and funded by the national government to build sovereign AI capability across public sector, education and enterprise use. It was built with full-parameter fine-tuning and continual training on an open-weight foundation model, with the emphasis on openness, localization and long-term ecosystem development.

The model that answered them
No locally developed national model
There was no nationally developed large language model built and controlled locally for government and education use.
Sovereign control over development and deployment
Government and public-sector use cases required control over model training, fine-tuning, deployment and operation.
Adoption at public-sector scale
Any national model needed to operate reliably across many departments and inside real government applications.
Localization in language, culture and knowledge
General-purpose models did not sufficiently reflect the country’s linguistic, cultural and local knowledge requirements.
Open-source national model initiative
A national large language model developed with a planned full open-sourcing strategy, to grow the ecosystem around it and keep it transparent.
Government and education deployment
Deployment was prioritized across government departments and universities, so the model met real public sector and academic work first.
Deep localization and cultural alignment
Local language characteristics, cultural values and domain knowledge were embedded into both model training and application design.
Language, culture and local knowledge went into the training, not on top of it.
